SECTION 1401 SEPARABILITY: Should any Article, Section or provision of this
Resolution be declared by the courts to be unconstitutional or invalid, such
decision shall not affect the validity of this Resolution as a whole, or any
part thereof other than the part so declared to be unconstitutional or invalid.
SECTION 1402 PURPOSE OF CATCH
HEADS: The catch head titles
appearing in connection with the Articles and Sections contained within this
Resolution are inserted simply for convenience to serve the purpose of any
index and they shall be wholly disregarded by any person, officer, court or
other tribunal in construing and interpreting the terms and provisions of this
Resolution.
SECTION 1403 REPEAL OF
CONFLICTING RESOLUTIONS: All resolutions and
regulations in conflict with this Resolution are hereby repealed to the extent
necessary to give this Resolution full force and effect.
SECTION 1404 EFFECTIVE DATE: This Resolution shall take effect and be in force from and after its passage and publication according to law.
